“Các cố vấn nước ngoài tới Campuchia-nếu chúng tôi không nghe họ-họ sẽ đe dọa cắt viện trợ chúng tôi… Họ đối xử giống như những người làm chủ Campuchia. Họ nói Việt Nam chiếm đóng Campuchia, nhưng trong thực tế, Việt Nam đã làm nhiều điều tốt cho chúng tôi. Việt Nam quảng đại với chúng tôi. Vai trò quan trọng nhất của Việt Nam là ngăn chặn chế độ Pol Pot quay trở lại. Còn về mặt chính trị do chính người Campuchia đưa ra các quyết định”.
